Teachers Exempt From Paying State Income Tax In California?

A recent state bill has proposed to have teachers who had been working for 5 years at the school exempt from paying state income tax according to The Sacramento Bee.

The bill attempts to attract young teachers to enter into the profession since too little starting salary and an increase in baby boomer retirements both made the recruitment of new teachers so difficult.

In my opinion, the state could go even further by exempting the teachers from paying state income tax as soon as they pick up the career as teachers. They could extend the incentive to a larger scale by doing this and the effect should be observable.
